Belém Tower is a fortress, not a palace. Francisco de Arruda built it between 1514 and 1519 for Manuel I as a gun platform guarding the mouth of the Tagus, and it was never meant to impress anyone from the inside. The rooms are mostly bare stone. The reward is the cannon deck, the loggia over the river and the view from the roof.
Here is what you see on each floor, what the stair is really like, and a straight verdict for different kinds of travellers.
The quick answer
Go in if you like castles and views and can manage one narrow spiral stair shared by people going up and down: allow 45 minutes to an hour. Skip it if stairs are hard, you are short on time, you have a pram, or the slots are gone. The outside, the riverside lawn and the view from the water cost nothing or little, and they are the angles in the photos anyway.

Is Belém Tower worth visiting inside?
Yes, for anyone who likes forts and views and can climb a tight stair. No, if you want furnished rooms or exhibits: there are hardly any.
Think of the €15 as a ticket to three things: the vaulted cannon deck of the bastion, the King's Hall loggia hanging over the river, and the roof terrace, with the 25 de Abril bridge in one direction and the open estuary in the other. In between are stone rooms with little in them. If those three things sound good, go. If you are imagining a museum, you will be disappointed.
The visit got calmer in 2026. Since the reopening on 27 May, entry runs in half-hour slots with no more than 60 people inside at once, so the old summer crush on the stair has gone.
What do you see inside Belém Tower, floor by floor?
A bastion with a cannon deck and dungeons, a terrace, then four floors up the spiral stair: the Governor's Hall, the King's Hall with its loggia, the Audience Hall and the chapel, and finally the roof.
From the bottom up:
| Level | What is there | Time |
|---|---|---|
| Footbridge | The only way in, with the QR check at the door | A few minutes |
| Bastion: cannon deck | A vaulted gun deck around a small courtyard, with 17 openings at water level; the old dungeons below were a prison from 1580 until 1830 | 10 to 15 minutes |
| Bastion terrace | Domed watchtowers, the cross of the Order of Christ on the parapet and the statue of the Virgin and Child facing the river | 5 to 10 minutes |
| Governor's Hall | The first room in the tower itself: plain stone | A few minutes |
| King's Hall | The loggia, an arcaded balcony over the river with the finest stonework inside | 5 to 10 minutes |
| Audience Hall and chapel | Windows on the river; a small chapel under a ribbed vault | 5 to 10 minutes |
| Roof terrace | The top of the 30 m tower, with the river on three sides | 10 minutes |
Before you go in, look for the rhinoceros carved on the west side of the bastion. It is thought to be the first rhino in Western European sculpture, modelled on the animal Manuel I sent to Pope Leo X in 1515.

How hard is the spiral staircase?
Narrow, stone and shared in both directions. Fit adults manage it fine; anyone who struggles with steps or tight spaces should think twice. There is no lift.
One spiral staircase links every floor of the tower. People going up meet people coming down on the same steps, so you wait on the landings while a group passes. That is the reason for the 60-person cap, and for the waves you notice: a group climbs, a group descends.
- Wear shoes with grip. The steps are worn stone.
- Leave the big bag behind. It is not allowed anyway, and you need both hands free.
- Prams, wheelchairs and walking aids are not allowed on the bastion terrace, under the internal regulations.
- If the stair gets too much, the cannon deck and the bastion alone justify part of the ticket.

Let a guide time the stair for you: about 90 minutes inside and out, tickets included, free cancellation.

45 minutes to an hour inside, plus the footbridge queue for your slot. Plan on an hour and a quarter at the tower, more with photos outside.
The bastion takes 15 to 20 minutes, the climb and the rooms 20 to 40, depending on how busy the stair is. The guided tour with tickets runs about 90 minutes, outside talk included. Add 15 minutes to walk to or from Jerónimos, and 12 to 15 to the Padrão dos Descobrimentos along the river.
Arrive five to ten minutes before your slot opens. You can enter at any point within the half hour, but the earlier you join the line, the quieter the stair.
What do visitors say about going inside?
Most love the terrace, the views and the cannon rooms; the common complaint is that the rooms are plain. The bad reviews are about tours, not the tower.
Two 5-star reviews from October 2026 on the $34 entry ticket sum up the tower itself. Matthew: "The Tower offers great views over the river and towards the city. Worth it." Brian: "Tower is awesome...pretty plain inside but the history and outside terrace and cannon rooms were incredible."
The one poor review on that listing is about the service: a 2-star guest in August 2026 got a ten-minute talk outside and wrote "Buy your tickets for this event online. Do not waste your money on a Viator tour." The guided listing has a single written review, 5 stars, from September 2026: "The groups were fairly small so it was easy to ask questions, and the opportunity to skip the lines at the tower and monastery is well worth it." Few reviews either way, so treat them as a hint.
During the restoration, bike and e-bike guests in 2025 found the tower covered in scaffolding. That work is finished.

The guided visit rated 5.0: tickets bought, a local guide inside, and an option that adds Jerónimos at 2 pm.

Anyone who can't manage a tight spiral stair, families with prams, visitors with an hour for all of Belém, and anyone who would rather spend €15 on a better view.
- Limited mobility: no lift, and the terrace is off limits to wheelchairs and walking aids.
- Claustrophobic: the stair is enclosed and two-way. Waiting in it is the hard part.
- Prams: not on the bastion terrace. Bring a carrier or take turns.
- Short on time: with one hour in Belém, spend it at Jerónimos and on the riverfront.
- Interiors lovers: the Jerónimos cloister, €18, is the richer building inside.
Children are welcome; under-12s go free with an adult. Small ones may find the stair long, but most kids love the cannons.

What can you see for free from outside?
The whole facade, the footbridge, the riverside lawn and the promenade, all day and after dark. From the water you get the side most visitors never see.
The best photos of Belém Tower are taken from outside it: from the lawn behind it, from the promenade, and at sunset from the water. The tower is floodlit at night, long after the 5 pm last entry. Walk east along the river and you reach the Padrão dos Descobrimentos in 12 to 15 minutes.
For the river view, the sunset and wine sail takes twelve guests from Doca de Belém, and the Bom Sucesso sail leaves from the marina right beside the tower. The boat guide compares all four.

The angle the stair can't give you: Belém Tower from the river at sunset, Portuguese wine in hand.

For most adults who like castles and views, yes: the cannon deck, the loggia and the roof are the payoff. If you only want the photo, the outside is free.

Jerónimos. The cloister is larger and far more decorated. If you can only buy one ticket, buy the €18 cloister and see the tower from outside.

Yes. Children up to 12 go free with an adult, and most enjoy the cannons. Prams are not allowed on the bastion terrace.
Is there a lift in Belém Tower?
